Never received nor got a response when emailed either do not recommend

I ordered this a month ago and it still shows it has not been shipped. How can I cancel my order and get a refund?

Tracking for my item was created two weeks ago. I reached out to the seller to see if there was maybe an error in the tracking. I have not heard back.
