Had belt loops with no belt when received?

I went by the measurements provided before choosing the size to order. When I received my dress, the color was beautiful, but there was no chance of the zipper zipping.

I don’t like the opening at the neck, it’s too wide

Wow! What a surprise when I opened up the package. Nothing like how it is depicted in the add. Material is very rough and it’s very large for a small. Looked kind of like a trash bag. I have never written a bad review but this item I was look forward to for my new job and it really disappointed.

In the picture it lookes like the usual, flowing rather sheer cotton material one expects of designs and dresses like this. Instead it is a thickish, sturdy, manmade polyester type. Looks very cheap to me, and because it is too large it looks sloppy. I am very disappointed as I started out excited that it arrived in time for my trip to thr Virgin Islands. As I am a third party in this item, I don't know how to send it back. Will cut it up for kitchen door curtain.
