Loose Pocket Casual Short Sleeve Tunic Top

I am 5’7”, 128 lbs, I ordered a small and it fits like a tent. I wanted loose to go over leggings, just as the photo suggests, but this tunic is beyond billowy. My guess is they make one size for all and slap a different size tag on each. Not flattering at all. They must have clipped this one in the back for this sample pic. Very frustrating!
